Editorial: Take the fight out of city hall

Everyone knows the maxim, “You can’t fight city hall.” It alludes to the futility of  pushing back against any establishment that employs officials by the office tower and churns out red tape by the reel and regulations by the ream.
To some extent, it’s understandable for officials trained to go by the book to instinctively make it difficult to circumvent procedures when it comes to battles over parking tickets or a backyard fence that falls short of standards.
