Editorial: City too cagey on project impacts

The City of Edmonton is in an unenviable situation when it comes to acquiring the land it needs to transform the Yellowhead Trail into a true freeway.
Like any prospective real estate buyer, releasing too much information about its intentions may tip the balance in negotiations toward owners of the land that it needs to acquire for the 10-year, $1-billion highway project.
The city argues that it — and Edmonton taxpayers — may pay more if landowners know too soon how the plans affect
