David Staples: City's best river valley view should be for all of us, not forbidden

The most spectacular view of the North Saskatchewan River valley is off-limits. It’s in a spot where no one is allowed to go. City bylaw officers will fine you for trespassing if they catch you at the valley lookout known as “The End of the World.”
This makes little sense. Why would we not do everything we can for all Edmontonians to take full advantage of the best of our river valley?
