Arson charges laid after fire started in vehicle

A woman who started a fire in a vehicle to stay warm has been charged with arson.  Police say on Jan. 1 patrol officers saw a snow-covered, parked vehicle with its door adjar and a fire inside in the 200 block of Wellington Street West.
  They spoke to the woman and gave her options for staying warm. She was released unconditionally, and fire services extinguished the fire.  The following day officers saw fresh footprints in the snow leading to the same vehicle and an investigatio
