Why aren't drivers catching a break at the pumps?

Gas prices across Canada are at roughly the same level they were in 2014 when the price of oil was double what it is now. The refineries are pocketing the difference, says Jeff Rubin, a senior fellow at the Centre for International Governance Innovation.
