Traffic restrictions in place in downtown core - 4th Ave - 23rd and 24th Streets

Motorists and pedestrians are asked to avoid the area near and adjacent to City Hall.  Emergency personel are on scene investigating a report of a unknown powdery substance found at a doorway to the building.  Traffic restrictions are in place in both directions on 4th Ave as well as 23rd and 24th Street.  Traffic patterns in the downtown core will be disrupted significanctly for at least the next hour.  Updates will be made as more information is known.(Occurrence Numbe
