Tank: Traffic safety versus revenue debate resurfaces in Saskatoon

Five years ago, Ashley Dawn Richards was fatally struck by an SUV while working as a highway flag person in a construction zone near Midale.
The pregnant 18-year-old’s death helped prompt a change in how construction zone speed limits are enforced in Saskatchewan, including stiffer fines and the use of photo radar.
Premier Brad Wall weighed in. Few seemed to question the measures, since ostensibly they were taken solely to improve safety.
