Serial rapist denied parole — again
A man who was declared a dangerous offender after going on a raping and kidnapping spree in the Prince Albert area in 1999 has once again been denied parole.
In a written decision issued last month, the Parole Board of Canada noted that Clifford Barry Howdle, now 49, has a history of breaching conditions when he is released, continues to hold “concerning attitudes toward women,” and is still assessed as a high risk for sexual and domestic violence.
