Mutually assured destruction
Eastern Canada can’t survive the current economic conditions without transfer payments from Western Canada. Western Canada needs to be able to sell oil at competitive prices in order to afford the transfer payments. Eastern Canada won’t allow us to sell our oil to world markets. Isn’t that a form of Mutually Assured Destruction?
