Andrew Scheer's plan to cut foreign aid by 25 per cent if elected is unethical, irresponsible and downright mean. As things stand, Canada is not a generous provider of foreign aid — for example, Sweden provides four times as much aid as Canada does as a percentage of gross national income — so Mr. Scheer's proposed cut would move Canada even further down the list of countries that provide foreign aid.
