Editorial: Those who spend tax dollars must open up

Transparency is the key to effective democracy.
This is a concept the people trusted with spending tax dollars and running public institutions in this province should understand and defend. 
But there are government officials, board members and elected representatives in this province who still do not embrace this fundamental concept.
