Cuthand: Gladue reports need to be implemented in Saskatchewan

Saskatchewan’s jails are filled with Aboriginal people and the system is creating a subculture where many young Aboriginal people take incarceration as a part of life.
Statistics Canada figures from 2016 say Indigenous people in Saskatchewan make up 16 per cent of the provincial population but 76 per cent of those who are sentenced to jail.
