Conflict czar moves to tighten lobbying rules

Saskatchewan’s conflict of interest commissioner recommends the provincial government close a loophole that allows businesses to influence policy without leaving a record of lobbying politicians. 
Under the year-old Lobbyists Act, “consultant” lobbyists must register and disclose their activities immediately, but corporate executives can spend up to 100 hours pushing for changes with no disclosure required.
