Close vote on major changes to Saskatoon waste model

City council approved an unusual model that would see a new program to collect food and yard waste from single-family homes paid for by property taxes and introduce user fees for traditional trash collection.
The close votes to move forward reflected the established philosophical divisions on council: 6-5 on garbage fees and 7-4 on the organics program.
