It’s the 19th century. Cholera repeatedly breaks out in Europe. Ports shut down to prevent the spread of the disease. International commerce grinds to a halt. By 1851, in an effort to create rules for the future management of such outbreaks to help prevent spread of disease but also protect global trade, European countries pass the International Sanitary Conventions.
