The internet is very weak at authenticating users. It is incredibly easy for a user to pretend to be someone else. If the Ontario government wants cannabis sold to people who are not supposed to be using it (i.e minors), it has chosen the right path by emphasizing internet distribution.
The private sector excels at encouraging consumption. Entrepreneurs are motivated by profit; their profit increases if they increase
