Tax increase should match city spending

There are some very good initiatives in this year’s City of Ottawa budget: funding for housing, crossing guards, investments in crime prevention, money for better snow removal, and more. But using reserve money to paper over the difference in what a three per cent tax increase brings in and the actual cost of running the city is bad public policy.
