Rules too complex for Phoenix
Re: Risks unheeded, journey without end, Feb. 24.
In his excellent article on the Phoenix pay saga, James Bagnall mentions the 80,000 pay rules that must be administered. What this says to me, a retired IT worker, is that the government payroll has hit the “complexity wall”: No IT system, including the people who run it, can completely and correctly cope with so many rules.
