Taylor: We need shelters to tackle homelessness

The following is a reply to Randall Bartlett’s Saturday article critiquing Ottawa’s approach to ending homelessness. 
There are some things over which Randall Bartlett and I are in violent agreement.
I too share his concern over how the results are emerging on the City of Ottawa’s 10-year plan to end homelessness. This was one of the very reasons I engaged more than a year ago to see how we could better get to where we want to be: an end to chronic homelessness in Ottawa.
