SIU halts Ottawa probe after injured man can't be found

Ontario’s police watchdog has ended an investigation into a December incident involving Ottawa Police Service officers because the 39-year-old complainant, who was both Tasered and pepper sprayed after punching out a cruiser window, can’t be located.
