Shaver: Quebec must join other provinces in health-care parity

In 1989, the federal Liberal health critic of the day, David Dingwall, asked: “Why is the federal government letting Quebec get away with this violation when it was so inflexible in the issue of extra-billing?”
Sadly, little progress has been made in resolving this problem in nearly 30 years.
Hospital care is fully portable across Canada, but unlike all other provinces and territories, Quebec has refused to sign a reciprocal agreement for physician services. Quebecers seeking me
