Salvation Army: Former PBO warns Ottawa could fall behind the times

Kevin Page, the former Parliamentary Budget Officer and now the head of a national housing group, is warning the City of Ottawa that it risks failing behind contemporary homelessness initiatives if council approves the Salvation Army’s redevelopment plan for Vanier.
“We’re going to perpetuate failure if we move down the path of creating this mega shelter,” Page told the planning committee on Friday, the third day of a meeting on the Salvation Army’s application.
