Paperwork kept OC Transpo worker out of harm's way from 1999 shootings

Rhéaume Laplante and Harry Schoenmakers had planned to ski together on the Friday after Easter.
Instead, Laplante attended his friend’s funeral after Schoenmakers had been one of four OC Transpo workers gunned down three days earlier, on April 6, 1999, by a former colleague.
