If Attorney General Caroline Mulroney doesn’t stop her Progressive Conservatives from using the Constitution’s notwithstanding clause to cut the size of Toronto’s city council, that will be the legacy for which she’s remembered, her predecessor Yasir Naqvi writes in an open letter he released Tuesday.
