Notwithstanding clause will be Caroline Mulroney's legacy, Yasir Naqvi writes in open letter

If Attorney General Caroline Mulroney doesn’t stop her Progressive Conservatives from using the Constitution’s notwithstanding clause to cut the size of Toronto’s city council, that will be the legacy for which she’s remembered, her predecessor Yasir Naqvi writes in an open letter he released Tuesday.
“In our system of democracy the legislature is supreme, but it does not have unlimited power,” the letter says. “It must act within the confines of the law
