Kwong: Ottawa's Stage 2 LRT murals should put local artisans first

On March 14, the City of Ottawa announced it had put out a call to international artists for the Stage 2 Confederation Line LRT public art program, for a series of projects worth an estimated $6.36 million.
Julie Dupont, the city’s manager of the public arts program, said an international search is “best practice.” At no point has the public been consulted on the criteria for public art which, ultimately, belongs to the community.
