Kavanagh: Long-term care failed during COVID-19. That's why we need a full inquiry

The COVID-19 pandemic is shining a hard light on some of our most profound blind spots as a society. The vast majority of those hit the hardest are our seniors in long-term care facilities. At a time when our best public health measure is to stay as far away as possible from others, many seniors live in communal settings, cared for by people who are vulnerable themselves, travelling to insecure, low-paying jobs in high-risk environments on the public transportation that many of us are avoiding.
