Emaciated dogs found in west-end dumpster: OSPCA

The Ontario SPCA is appealing for help from the public to find the owner of two emaciated pit bull-type dogs who were abandoned in a west-end dumpster last month.
When they were found, one was already dead. The other is now with an Ottawa Human Society foster family.
