It’s been a lousy winter on the city’s sidewalks, but downright dangerous for anyone in a wheelchair.
No need to remind Stephen St. Denis, 55, who has cerebral palsy and uses an electric chair to get around — or not — on paths layered for weeks with ice and packed snow. For starters, there was the evening of Feb. 5 when, leaving the National Arts Centre, his chair caught an ice patch, spun and flipped over in the middle of the bus lane on Albert Street.
