Colonel By Day in Ottawa: Is it open? Is it closed?

Lt.-Col. John By, the man best known around here for building the Rideau Canal and founding what we now know as our capital, will be celebrated in Ottawa on Monday. The day dedicated to the colonel is known elsewhere as the Civic Holiday, but most importantly, gives most Ottawans an extra day off.
