Casselman woman's death sparks bill to improve Ontario's 911 system
When Kathryn Missen called 911 on Labour Day 2014 in the middle of a severe asthma attack, she whispered faintly “I need a…” then gasped for breath as the operator tried to speak to her.
She died a short time later on the floor of her Casselman house, without ever getting the emergency medical care she needed.
