Bartlett: Why we should worry about the city's homelessness plan

Recently, following release of the City of Ottawa staff’s update on the 10-year housing and homelessness plan (which covers 2014 to 2024) local media asked whether or not Ottawa can really end homelessness.
Yes – but there are several good reasons for asking.
First, the outcomes reported in the update were poor. Shelter use continues to rise, as does the length of shelter stays. Levels of chronic homelessness are also broadly unchanged since the plan was introduced, although the comp
