As winter hits tornado-damaged homes, tarps are no longer enough
West Carleton volunteers who banded together to help tornado victims have spent November confronting a new problem: Tarps that keep rain out of damaged homes are useless against winter winds and snow.
“You cannot have a tarp. It’s not acceptable. It’s not a solution,” said Angela Bernhardt, vice-president of West Carleton Disaster Relief.
