Adam: Time to challenge Jim Watson's two-per-cent cap on tax increases

The result of the October municipal election may be a foregone conclusion, with Mayor Jim Watson and those councillors who are seeking re-election expected to sail through comfortably. But that does not mean a lack of important issues to debate in the coming months.
There are several to consider, but what should be a big ballot issue is whether the city’s two per cent cap on property taxes is not only good fiscal policy but good public policy.
No question, property taxes are the heartbeat
