Adam: Ottawa Council needs a plan for allegations against own members

Ottawa Council has not treated Coun. Rick Chiarelli in a fair and considered manner. Chiarelli is accused of sexual harassment and misconduct by several women, and the allegations should be taken seriously, investigated and appropriate measures taken if he is found culpable.
