VICTORIA — When the B.C. government moved 32 years ago to give MLAs from all parties a say over the management and finances of the legislature, it was hailed for making the place more independent from premier and cabinet.
The independence has been used as well as abused ever since, with the latter on full display in the recent report from Speaker-turned-whistleblower Darryl Plecas.
