Morneau explains federal decision to buy Trans Mountain pipeline

Bill Morneau laid out Tuesday the federal governments plan to buy Trans Mountain and Kinder Morgan Canadas core assets for $4.5 billion. The finance minister says the move will ensure the oilsands pipeline expansion gets built.
