Does it do you any good to live in Hawaii if you can’t afford to go to the beach?  The Hawaiian’s answered “no” when they declared all shorefront as public. They have reaffirmed that decision in many ways since.
 The logic is that you shouldn’t find yourself a resident of a place in which you are denied its natural benefits.
