Editorial: Removing donation bins isn't the full answer to deaths

With seven people dying in clothing donation bins in Canada, including five in B.C., since 2015, it’s no wonder that governments are taking action to remove or seal the potentially deadly containers — at least until it can be worked out how to make them safe.
