Conversations That Matter: On cannabis, can we learn from Washington state

On Oct. 17, Canada will become the second country, after Uruguay, to legalize marijuana.
In doing so, Canada steps stepped outside its commitment to the United Nations to restrict the use of Schedule 1 controlled substances. To date, the UN and other nations have not responded negatively to Canada’s new legislation.
Perhaps they are waiting and watching before determining if a response is required. Perhaps we can establish national protocols that will become an international stan
