Catherine Evans: Municipal electoral reform is badly needed

In some B.C. municipalities, certainly in Vancouver, last month’s municipal election attracted some choice descriptors: “crazy” and “confusing” are among the more charitable. As a candidate for Vancouver city council, like other candidates I made the best of what most agreed was a mess.
