The mayor’s controversial credit card expenses were approved by the city’s chief administrative officer (CAO), according to the city’s travel and expense policy — a copy of which was obtained by The Nugget via a freedom of information request. The policy, which was revised in April 2010, recognizes that the mayor and members of the council will incur expenses associated with carrying out the functions of their office. “Monthly expense accounts will be subm
