LETTER: Challenging Council's handling of prior-year operating surpluses

The question is much simpler: When taxpayers have provided more money than was required to finance the year's operations, what legal and financial justification exists for continually retaining those excess funds and accumulating them in discretionary reserves rather than applying them in accordance with the statutory budget process?
