'Hold and secure' at city hall lifted

A “hold and secure” that was put into effect at city hall Friday afternoon as a precaution following a bomb threat made over the phone has been lifted. 
Police say the threat was unfounded and that the call was made from outside the city. Police also say mental health was a factor and that an outside agency has been contacted in order to check up on the caller.  The outer doors at city hall were locked, and no one was able to enter or exit the building for about an hour and
