Uber backtracks on leaving Quebec, relieving drivers but worrying cabbies

Douglas Crain had a plan. Thirty-six years ago, he bought a taxi permit for $10,500 and paid it off in three years. Then, starting in 1986, he put $90 a month into a provincial taxi permit buyback plan for two and a half years. He thought it would ensure his retirement one day. 
Working nights, driving people to and from the Montreal casino, he kept a close eye on his permit’s selling price through the years. Never married, the idea was to turn 68 years old, sell the permit, buy
