Quebec needs a fund just for maintaining road network, coalition recommends

The state of Quebec's roads is well documented, with tens of billions in maintenance and upgrades needed, according to experts. A group of companies and organizations that maintain those roads along with experts and advocates has made several recommendations aimed at political leaders.
