Quebec expanding program to prevent addicts convicted of crimes from reoffending

The provincial government will expand a program it began five years ago with the goal of helping drug addicts and alcoholics convicted of crimes from reoffending. 
The program has been in place since 2012, but so far has only been available to offenders who are detained while their cases are pending. It will be expanded to include people who are not detained while charged with a crime.
