Quebec election notebook: First Nations demand say in sovereign borders
For the first time since the 1960s, sovereignty isn’t a burning issue in a Quebec election.
The Parti Québécois is soft-pedalling its raison d’être, promising not to hold a referendum in a first mandate, and the other pro-independence party — Québec solidaire — has until recently been seen as a marginal force.
