Quebec agrees to settlement talks in Highway 13 snowstorm lawsuit

One year after more than 300 people were stuck in their cars overnight on Highway 13, the lawyers behind a class-action lawsuit say the Quebec government seems willing to negotiate a settlement, but the City of Montreal has so far refused.
