Opinion: Single-use coffee cups are a blight. Let's emulate Freiburg

Every week, an estimated 4 million single-use coffee cups are thrown into the trash in the greater Montreal area. Most of these are made of paper layered with a thin plastic coating, or are made of polystyrene foam, and are neither recyclable nor compostable.
How should Montreal aim to reduce the environmental impact caused by the annual production of 2,200 tons of cups that, after a 12-minute use (the average life of a hot beverage to-go cup), will be buried in landfills forever?
