Montreal refuses to negotiate Highway 13 lawsuit

Wed, Mar 14: It’s been one year since the intense snow storm that stranded thousands for hours on Highway 13 in Montreal. As Global’s Felicia Parrillo reports, the Quebec government says it is ready to negotiate a settlement in the ensuing lawsuit, but the City of Montreal has refused.
